You arrive, you are paired with someone you have never met, and you talk. There is no sign-up form. Reporting your match ends the chat. Block someone and they are never paired with you again. Enough reports, or repeated blocked messages, can trigger an automatic temporary ban, after which a human takes a look. The ban covers the connection the account came from, not only the account.
